Answers: For a closed-loop cruise leaving from the US you do not need a passport [at this time, anyway]. It is always a good idea to have a passport anytime you leave the US, just in case, however.
If you are just taking a boat to Catalina for a day or overnight trip nothing is needed, It is part of the US. If the ship stops in Mexico then a passport is highly recommended but not required on a round trip.

If you're taking a cruise then yes, they keep a profile of their passengers just incase they get lost touring.
Most cruises that I know of, that go to Catalina Island, begin and end at either Los Angeles, Long Beach, or San Diego. If a cruise begins and ends at the same port, it is considered "Closed Loop", in which case, you "might" get away with just a government-issued, photo ID, such as a Driver's License, and your original birth certificate or a CERTIFIED copy of it from the County Clerk's Office.
While Catalina Island is part of the United States, keep in mind that some of those cruises going to Catalina Island also go to Ensenada, which is NOT. Again, if it's closed-loop, you are "probably" ok with the above-mentioned items, AND... check with the Cruise line before you go.
Even if a passport may not be required, it is STILL the preferred document, and it is highly recommended that you have one. The laws could eventually change, making passports mandatory. It's really best if you have one.
The problem one might run into when sailing without a passport, is if they were in a foreign country and needed to cut their cruise short and fly back home early. Or... if they somehow became stranded or didn't make it back to the cruise ship in time and it left without them. Being stuck in a foreign country like that, or having to make alternate travel arrangements to get back home, outside of the normal cruise itinerary, could be a complete NIGHTMARE! With a passport, they would avoid a lot of those headaches.
